Does sanitizing actually fix a duct odor?

Sometimes. Often it does not. Sanitizer is a finishing step, not a cleaning method. Antimicrobials are label-restricted to cleaned, non-porous surfaces. Spraying over dust just coats the dust. Source removal comes first, always. Then the surface has to dry.

Duct material decides what is possible. Bare galvanized trunk lines in San Jose attics take treatment well. Fiberglass ductboard plenums and flex liner do not. Those surfaces are porous, and aging binder already sheds fiber. Soaking them adds moisture to material that cannot be scrubbed. Damaged ductboard gets replaced instead.
